Start with shortages and power faults. Related machines are grouped by recipe; full outputs and unexplained rate losses are kept separate.

These are FRM’s reported readings, not a complete physical inventory of the world. Empty, unavailable and stale readings are labeled separately. Separate power circuits and fluid networks do not share spare capacity.
